José Zacarías (izquierda) le muestra a su viejo amigo Tar Macias el mural en el costado de su edificio. Macías lleva unos 20 años entregando su periódico bilingüe al pueblo. Los dos hombres hablan sobre cómo ha cambiado la ciudad durante ese tiempo.
Cuando la gente entra en la primera ciudad de mayoría latina de Iowa, lo primero que ve es un edificio con un enorme mural. En él se lee “Tú perteneces aquí”, en inglés, a la jose iglesia twitter. Tú perteneces aquí”, en español, a la derecha.
José Zacarías, concejal durante dos periodos, se encuentra con su viejo amigo Tar Macías a una manzana de distancia. Charlan sobre la historia de la ciudad mientras suben por la calle ataviados con gorros, chaquetas y guantes. Hace unos diez años, West Liberty se convirtió en la primera ciudad mayoritariamente hispana de Iowa. Esta ciudad del este de Iowa es una de las miles de comunidades rurales mayoritariamente minoritarias de Estados Unidos. Pero en Iowa, West Liberty, con 4,000 residentes, es la única ciudad que ahora tiene un concejo municipal mayoritariamente latino.

José Zacarías lleva décadas en West Liberty tras emigrar de México. Llegó por primera vez para trabajar en la planta empacadora de carne de la ciudad. Con el tiempo, ha visto florecer a la comunidad latina: viendo cómo los residentes se convertían en ciudadanos, luego en votantes y finalmente en candidatos políticos. Pero no siempre ha sido una transición fácil.

“Parte de la razón, desde la perspectiva latina, es que estamos aquí para crear oportunidades para la gente que viene detrás de nosotros. Y para hacerla crecer con todos los demás, lo único que necesitamos es un campo de juego nivelado”, dice.
Zacarías dice que el éxito político llega con la organización de las bases. Durante años, ha animado a sus compañeros latinos a dar el siguiente paso para presentarse a las elecciones. Ahora, tras las elecciones de noviembre, cuatro de los cinco puestos del ayuntamiento están ocupados por residentes latinos.
El nuevo concejal Omar Martínez se presentó un poco antes de su primera reunión este mes. Decidió postularse como concejal después de que su padre se convirtiera en la primera persona de West Liberty en morir de COVID-19. La recién elegida concejal de West Liberty, Dana Domínguez, no está sorprendida. Zacarías la animó a postularse, pero el compromiso político no es del todo nuevo para ella. Su tía fue una de las primeras latinas en el ayuntamiento de otra pequeña ciudad en Illinois. Y su padre fue el primer policía latino de West Liberty.

Las escuelas de Iowa han estudiado a West Liberty como modelo de programas de doble idioma. Y el año pasado West Liberty puso en marcha una banda de mariachis en la preparatoria, y otras escuelas han seguido su ejemplo.
Tar Macias, que ha estado cubriendo las noticias de los latinos de West Liberty en español e inglés, dice que está esperando que la ciudad pueda inspirar a otros.
